Cop says he used fist, not his baton [Vancouver riot] + Fan Convention in Lisboa on May 28th
VANCOUVER - A Vancouver police officer was back on the stand again on Wednesday, defending himself against accusations of using excessive force during the Guns N' Roses riot.

Const. Reg Forster is accused of striking Robert Parent in the face, smashing his face and breaking several teeth.

Testifying at the Police Complaints hearing into his conduct, Const. Reg Forster says he didn't hit Parent with his baton, but with his fist.

And Forster points to the news video of the violence that night to prove it.

Using the video to help his memory of events – Forster said in the chaos of the riot – he thought Parent was fighting with concert security guards and had to be stopped.

With his baton in one hand, and an empty can of pepper spray in the other, he said he intended to hit Parent in the upper chest area with the palm of his hands to take him down.

But Forster admitted he misjudged his target. "I didn't realize I hit him in the mouth until he got up and had blood on his lips. That was the first time I realized something happened."

Forster said he hit Parent not with his baton, as Parent maintains – but only with his first.

The constable says the video – played in slow motion at the inquiry – proves his baton went off to the left at the moment of impact.

He also told the hearing he was running towards Parent when Parent turned and came at him.

This is the first time Forster made mention of this claim. In previous testimony, he told the court Parent was running towards other officers when he hit him.

Parent's lawyer, Phil Rankin, says Forster's changing testimony shows how difficult it is for the public to make a complaint against police.

"We've got an on-view complaint where the video more or less speaks for itself, and still after 18 months, they're still saying we've done nothing wrong.

"What would this complaint have been if Parent would have said 'He knocked my teeth out but there's no video of it'," he says.

Commission counsel Dana Urban focused his arguments on whether Forster thought it was appropriate to use deadly force that night.

Vancouver Police Department policy states it's only appropriate to strike someone in the head or neck with a baton if there's a threat of death or bodily harm to someone in the area.

Forster told the hearing he was concerned for the safety of other officers, and that's why he took the action he did.

8 PM: Dinner - everyone that wants to eat at the Hard Rock should email Rui, so he can reserve a table.

During the dinner, GN'R dvds will be playing on the restaurant and bar screens.

Midnight: Stick To Your Guns live - Rui's GN'R tribute band will play a 2 hour set, of over 20 gn'r songs.

For everybody that doesn't want to have dinner at the Hard Rock, there will be free entrance until 22:30, and from that time on it will be charged 6 Euros (with the right to one drink).
